Jaipur DLC Rates Up 5-49%: What It Means for Stamp Duty Now

Jaipur's District Level Committee (DLC), chaired by the District Collector, has increased DLC rates — the government-notified minimum land values used to calculate stamp duty and registration charges — across the city by amounts ranging from 5% to 49%. The revised rates took effect on 3 August 2026 and apply on top of a roughly 10% statewide increase that had already come into force on 1 April 2026, making this the second DLC revision in about four months.

Some of the steepest increases were seen in Jamna Vihar New, where rates rose by around 49%, and in Nandpuri, Jagatpura and along JLN Marg, where increases were close to 48%. Bapu Bazar was reported to be the most expensive commercial area in the state at roughly ₹5.71 lakh per square metre, with MI Road close behind at about ₹3.97 lakh per square metre. Satellite towns around Jaipur, including Chomu, Chaksu and Bagru, also saw significant increases in commercial-area rates. All 17 MLAs from Jaipur district were reportedly absent from the DLC meeting that finalised the increase, which experts described as effectively "silent consent" to the hike.

DLC rates are not just a reference number — they are the floor value the sub-registrar's office will accept for a property transaction, regardless of what the buyer and seller actually agree on. Since stamp duty and registration fees in Rajasthan are calculated as a percentage of whichever is higher — the DLC value or the actual sale price — a rate hike this large directly raises the cash a buyer must pay at registration, even if the agreed sale price hasn't changed. For land acquisition cases and for owners settling family partitions or gift deeds, higher DLC rates can also mean a higher compensation base or a higher notional value for tax purposes.

If you are close to registering a property in Jaipur, the practical step is to check the current DLC rate for your exact plot or flat on the state's e-Panjiyan portal (epanjiyan.rajasthan.gov.in, under e-Value/Online DLC) before you finalise the registration date, rather than relying on the rate you were quoted when the deal was first negotiated. A registration done after the new rates apply could cost noticeably more in stamp duty than one completed just weeks earlier.
