The Supreme Court has declined to grant relief to coaching centres operating on Gopalpura Bypass in Jaipur, telling them on 22 September 2026 that sealing action cannot be stopped where a building violates the sanctioned master plan or building bylaws, regardless of any commercial lease the operator holds. A bench of Justice Ahsanuddin Amanullah and Justice R. Mahadevan was hearing a case monitoring illegal construction and unauthorised commercial activity in Jaipur.
According to JDA's own submission to the court, a joint survey by JDA, the Municipal Corporation and the Housing Board found 134 buildings and premises on Gopalpura Bypass that warranted notice. Of these, 44 have been sealed so far — 26 coaching centres and 18 libraries — while 3 coaching centres relocated on their own and 14 were already found shut, taking the total number of resolved cases to 66. Jaipur's coaching sector, one of the largest hubs for exam preparation in north India, has been under scrutiny since the Supreme Court first flagged unregulated coaching centres running from Jaipur's commercial and residential pockets in August 2026, and ordered a nationwide crackdown on unauthorised construction.
Coaching operators, through their association, had planned to approach the Supreme Court against JDA's notices, arguing that the specific building bylaws being enforced were still in draft form. In this hearing, however, the court sided with the enforcement action. Institute operators instead asked to be allowed to rent or buy space at subsidised rates in the government-built coaching hub in Pratap Nagar, rather than compete in an open auction that smaller operators say they cannot afford. The court has asked them to place this request before the Rajasthan Housing Board, and the matter will be heard again on 23 November 2026.
For landlords, investors, or anyone renting out commercial space in Jaipur, this sealing drive is a reminder that a tenant's business — however established — offers no protection if the underlying land's sanctioned use doesn't match how the building is actually being used. A coaching centre, library or hostel operating for years in a building approved for residential or a different commercial purpose can be sealed once enforcement catches up, and the loss in rent and asset value falls on the property owner, not on the authority that approved the original building plan.
